Drivers are give a free scratchy with a chance to win a million dollars, but before they get to scratch it, a sneaky cop shows up to give them a ticket. The cop offers to rip the ticket in exchange for the scratchy. Everyone takes the deal and everyone feels like crap when the police officer actually wins a million dollars.
