The cop offers to rip the ticket in exchange for the scratchy. Everyone takes the deal and everyone feels like crap when the police officer actually wins a million dollars. What happens here is hard to explain - basically, there's a pair of twin cops and a pair of twin thieves but two of them are hidden at first.
